Response to Intervention

Carter County Schools is committed to ensuring success among ALL students. Response to Instruction and Intervention is a tiered system of support for educators to match instruction and intervention to student need. Carter County has two distinct frameworks for student support: RTI2 and RTI2-B. RTI2 (also called RTI2-A) is Tennessee’s framework for academic support, while RTI2-B is Tennessee’s framework for behavior support. Both frameworks are an academic three tiered framework for teaching and learning that begins with high-quality, differentiated instruction daily and emphasizes intervening with students when they first begin to struggle to avoid prolonged academic difficulties. continuous improvement of instruction and intervention for ALL students through ongoing, data-based decision making.


The three-tiered system ensures a differentiated instructional plan to meet the needs of each student.
